If the voltage and tip polarity of your replacement charger matches the charging port on your spotlight, there's no reason why it shouldn't work as a substitute for your original charger. Note, however, that if your original charger was more powerful (say, 1.5 amps instead of the 1-amp charger you have here), it will take noticeably longer to fully charge your spotlight than the original charger took. it's not a problem if the original charger had a lower mA rating than the replacement in your hand--the spotlight will sip an appropriate amount of juice from the charger.

I don't know the original mA for the charger that came with this spotlight. My ThorX 10 million CP spotlight came with a 1.5 mA charger, but it's charging a much larger battery. I would expect that the charger for your spotlight was rated between 750 mA and 1500 mA, probably between 750 and 1000 mA. But that's just an educated guess. Also, I saw that the 1 million (not 1.5 million) CP Vector / Victorlite spotlight uses a 6v, not 12v battery, so double-check that you have the right voltage for your charger.
