optical drive troubleshooting is pretty straight forward, fist see if you can boot to the drive using a bootable CD like the Windows CD or your Dell Resource CD, use the F12 1 time boot menu test it.
Also see if the drive is detected by model in the BIOS (F2 at boot) if not seen, reseat both power and data cables, boot to BIOS F2, turn on CAP LOCK SCROLL LOCK, NUMLOCK, then press ALT+E then ALT+F then ALT+B, this resets bios defaults and forces hardware re-detection. If you have no floppy diskette drive, you'll need to turn that back off in the BIOS before the ALT+B
If all that is done and the drive isn't seen/cannot boot to with bootable media, swap the data cable with the HDD and try a different power connection.
If Drive still not connected, replaced the drive.
