There are Electric Motor replacement brushes on E-bay for all tthe 12 AMP Toro Leaf Blowers.
I had a broken brush for an electic weed eater. I could not replace just the brush. I would have been required to purchase the whole electric motor. I chose to get rid of it, it just was not worth it. I suppose you may try to find a parts one, good luck. Or maybe see if you can get access to a carbon brush kit like the ones used for industrial maintenance. That may be your best shot, depending on who you know. Otherwise you will probably have to replace it. Sorry.

SOURCE: Where can I find brushes
True to an extent but not just any brushes, just be sure to find brushes with the same flex wiring connection and then shave away. You'll need to shave them into the original shape for the ends and length as well as the lateral dimensions, so the springs will fit right.
I had to do this for a Shop Vac, took a few weeks to locate some brushes that would work right with the springs and the wire connection once shaved.
The motor unit was all the OEM would sell, and for the price I could get a new unit. :) Don't you just love a disposable design ethic?
