You can open Network and shareing menue and search for any internet connetion in the area or you can plug a ethan cable in the computer and it will do it automaticly

Your power cord may have shot its wad.
They are not expensive to replace--even order a spare if you are paying S & H anyhow.
More likely however is that you need a new battery. Those are a bit pricier!

The problem is most likely in the DC jack in the laptop, shows a variety of symptoms because of bad solder joints. The computer will need to be dismantled down to the motherboard level to address this.

I'm afraid Toshiba goes by the complete model number instead of the serial number. Go here, choose product support, click on show all models, enter your model #, choose go. You will find a downloadable user's guide among the downloads available for your model. Right click on the highlighted text that describes the user's guide you want to download, choose save target as, choose the folder you want to save it in (or create one), and ok the download.
Wait for it to complete downloading before you attempt to open it.

Did you try the Toshiba site? You will need to know the exact model name and number of your laptop to get the correct manual. Yours should be a Satellite, but the L40 may have additional sub-model numbers:
