If you charge the battery and it holds the charge by checking with a meter and the car still will not start and all you here is a click check the condition of the battery cable/ connector on both sides for corrosion dirt loose terminal at the battery they must be tight and not move at all if everything has been ruled out as being good your starter motor has bit the dust and must be replaced, but one last thing before you spend any money try to rotate the engine by hand with a socket & breaker bar if crank rotates the engine is not seized and your most likely culprit is the starter one more thing also check to see if you can push the vehicle when in neutral if you can not your transmission may have locked in between gears this also will not let you hand crank the motor with a breaker bar and could be jarred loose by trying to rock it back & forth the last thing might be your manual lever position switch on the shifter side of the transmission could have gone bad this also will not let the car start I'm sorry for all the maybe's here but I'm not there and I'm trying to cover everything that pops into my head & I don't know for sure unless I can check it myself so try the simple stuff first before you spend$$$$ stephen
Try a new starting relay
Since this type of engine have a safety low voltage sensor the battery have to have a minimum voltage power to start. if the battery doest not receive the adequate charge they will not start even with the jump cables connected to other car. looks like the battery have to be re-please, refer to a manual for the adequate battery for this windstar since the connections change in some years. also check the alternator and alternator belt for proper tension and charging capabilities.
