You have the order number. So you can go to the Norton website using the link https://www.mynortonaccount.com/amsweb/redirect.do?tok=&fpage=orderHistory&product_lang=EN and enter the email address that you initially entered when you purchased Norton. If you do not remember that email address than you have to contact the Norton Customer Care to recover the email address details, If you remember the email address and not the password click on recover it here link on the page and recover ur password on that email address. The reason why you have not received the email confirmation may be because of the change in the email address. Kindly let me know the status of the issue.
