temperature is set by dial #1 being the warmest and 9 being the coldest the numbers on the dial are only for reference they do not reperesent a certain temperature you will need a thermometer to figure out what number is what temp but they do recommend starting in the middle

the users manual does not cover this particular issue as to the temperature swing. I have seen some thermostats that are the "constant on" type that you are describing. If it still maintaining temperature but is short cycling your control for the temperature is wearing out causing the short cycling. This is a replaceable part that can be obtained through a dealer or appliance parts supplier. By lower setting do you mean lower number on the control, or lower temperature setting? Normally the higher the number the colder the temperature.
