This is most likely going to be one of two things.
-The DC jack is damaged. Caused by having the adapter plugged in and someone or something jarring it to the point that the solder joints break. -OR- -The motherboard is damaged.
You can test, sort of, for the first. Plug in the adapter and gently wiggle it around, while at the same time pressing the power button to attempt to turn it on. If it powers on briefly then you will the DC has broken solder joints. If it doesn't then it's probably the latter.
The motherboards are made in korea so this maybe the only place to get one http://www.asianproducts.com/product/A12388339962328843_P12394341336085231/samsung-q1-notebook-mainboard.html

How to fix not working touchscreen? Do i have to replace it?

The Samsung Q1 is a hybrid, ultra-mobile, touch-screen device that is basically a very small tablet PC. It features a 7-inch screen, weighs a mere 1.7 lbs., features a Windows operating system, doesn't have a built-in keyboard, and comes in a variety of configurations. The Samsung Q1 doesn't offer outstanding battery life, but you can make some moves to boost your computing time.

Dim the Screen

Dim the screen brightness. Four programmable application-launch buttons occupy the right edge of the Q1. One of these, the menu button, calls up frequently-used controls, including screen brightness. Reduce the screen brightness as much as you can, as it's one of the best ways to extend battery life.
Close Power-hogging Apps

Close applications and browser windows when you're done with them. Too many open programs drain the battery. Beware power-hogging apps. Watching a video or listening to music on your Q1 drains your battery life much faster than just using Microsoft Word or checking email. Turn off the Wi-fi networking when not in use. The built-in Wi-fi searches for a network when you're not connected, which drains battery life.

Properly Caring for and Feeding a Battery

Unplug the Samsung Q1 after the battery is fully charged. Leaving your Q1 plugged in 24/7 leads to some discharge from the battery. Consider buying a bigger battery. A 3-cell battery comes with most configurations of the Q1, but you can also buy a 6-cell battery to double the battery life.

Room Temperature is Best

Don't expose the Q1 to harsh conditions. Keeping the device in a blazing hot car in direct sunlight harms your battery life. If you use your Q1 in conditions above 95 degrees Fahrenheit, you can permanently damage the battery. Cold conditions don't harm the battery in the same way, but if you leave the Q1 in the cold, let it warm to room temperature before you use it.

I hope you find it very helpful. Best regards.

I need to install an operating system on a Samsung q1 ultra

Suggest you use an external DVD drive, and put your installation disk in it. Then access the BIOS Setup utility.

In BIOS Setup, find the Boot Order menu. (Generally, along the top headings of the main menu, in BIOS Setup, or located in Advanced BIOS Settings) Set the first boot device to be CDROM. Be sure to Save your change.
This way the handheld, will boot from the installation disk, in your external DVD drive.

Should you be trying to downgrade from Vista to XP, you have to change the first boot device, in Boot Order to CDROM. If not, Vista won't let you overwrite it.
Vista is an upgrade over XP.
