Not loud enough at max volume

The computer sound card has to have enough umph to drive the speakers. Most Netbooks and some laptops just don't have enough power to create loud sound.

Volume loud and quiet when tv is first turned on

your set must have cold solder joints,this means once set gets hot enough that connections are then made correctly,this will not stop untill you have someone solder all cold solder points.

Actually there is a way. If you re-encode the file using an mp3 conversion utility, you can adjust the volume there
