Hello, I am a Panasonic delaer in Adelaide and I am trying to resolve a dispute relating to the date of manufacture of a Panasonic TDA-30 serail number 4DBVD001818 and KX-7665 handset with serial number 3KBVB001466 I bought these units which were advertised on eBay as being "only a year old" and the seller is adamant they are just that and will not accept them for refund!! My experience tells me they were manuafactured in 2004 and 2003 repectively - and the TDA30 has two LCOT cards that are serialise in 2009. Your comments would be appreciated. The seller may have bought them a year ago without realizing they were refurbs, as there are companies that sell refurbs without the proper warnings. So, the seller may be telling the truth about how old they are, at least to him. Then again, they may have sat in a warehouse for years, waiting to be sold, though the 2009 cards seem to fly in the face of that..

if you check on your paypal account, you can open a dispute and they will look into the query. I think the purchase ahs to be 30days old before you can open a dispute, this is to give the seller enuf time to resolve any issues and for you the seller to receive the product.

The following step outline will go over the normal PayPal process which begins with attempting contact at a seller and then filing a dispute.

To request a refund, send the seller an email. Ask the seller to click Issue a refund beside your payment details. You can request a refund up to 60 days after you pay for your item.

Filing a dispute

If you've ordered anything via PayPal you can always contact the payee via their email address in the order history.

All of their information will be shown so that you can contact them in case you didn't receive what was ordered.

If you send them an email with the details of your order and what you actually received, and they choose not to resolve it (in most cases they will) you can always file a dispute with PayPal against the payee.

You'll need to enter all of the details of the order and what you actually received.

Once the dispute has been posted, the payee receives an email from PayPal informing them of the dispute.

The dispute is monitored by PayPal and if there isn't any resolution within a certain period of time set by PayPal, the payees account will show that they've chosen not to resolve a dispute and is displayed in their account.

I'd suggest contacting "Cats Paw" first and see what they do.

If they choose to ignore you, then you are in your rights to file a dispute.

Unknown charge on 7/27 to soul design

If you're receiving unknown charges to a company or service via PayPal you can always look at your order history and see if the company has you on a Subscription.

If you're subscribed to a service or membership site you can always cancel the subscription.

If you aren't subscribed to anything check your payment history and see who they are. There should be some information including the email and website that they are attached to.

Contact them and make some inquiries about the "unknown charge".

If they choose to ignore you, then I'd set up a dispute against the payee through Paypal

PayPal gives a certain time to resolve the dispute and if it hasn't been resolved, they limit the account or freeze it which means that the payee can't remove any funds, make requests for payment or send payments.

They can't even close their account. As mentioned, it's completely frozen.

When a dispute is submitted, they get an email from PayPal informing them of the dispute and instructions on how to resolve it.

I'm assuming that you didn't get what you ordered.

If you haven't, my suggestion would be to go to PayPal and get the information to contact the payee.

Contact them and see what they offer for a solution.

If they ignore your request, you can always go to PayPal and submit a dispute against the payee.

When you submit a dispute, PayPal sends an email to the payee and gives them a certain time period to resolve the issue.

If the issue doesn't get resolved, PayPal will keep that on file and it will be posted in the payees account as an "unresolved dispute"

PayPal monitors disputes and if there are consistencies in disputes, an account can either be "limited" or "frozen".

If an account is "limited" or "frozen" the account can't request payment, make payments or can't close the account.

Before submitting a dispute I'd suggest you contact the payee first to save any future headaches.

I think the solution is fairly straight forward for this issue.

You used PayPal and one of the nice things about PayPal is that the have a Dispute Resolution Center.

File a dispute against the payee.

PayPal monitors all disputes and sets a time limit on them.

They send an email to the payee and inform them of the dispute against them.

If within the set time period the payee chooses not to resolve the issue, PayPal can put a "limit" on their account or "freeze" it.

In either case, the payee won't be able to receive payments, make payments or close their account to remove the funds.

This is PayPal's way of protecting the consumer from fraudulent businesses.
