I got charger failure alarm on display. - Powerware 9120 UPS System

Sounds like your alarm panel is not hooked to a active phone line. FutureSmart Networks are made by Honeywell. Go to the website below and contact their support desk. They should be able to get you a operation manuals for their products:

The charger board has failure. Model already obsolete. Propose to buy a new unit

FC is Failure to Communicate - meaning the alarm panel is trying to call in to the monitoring center to report an event and cannot do so. The problem could be you no longer have an account with the monitoring center or your phone line is disconnected.

Possible that the power supply is faulty as there can be a link failure to the display, Also it can be a failure of the display drivers, Possible fault in the display sub processor or even the main board.
You need to cross check and confirm with voltage checks on the power, display and main board.

check your batery, may it was leaked, change it with new battery

sounds like the alarm is set and wont let the ignition work

DOES IT SHOW FULL BATTERY POWER on the DISPLAY?

If it does, the phone device itself could be broken - take steps to get it replaced.

If it doesn't - if it's not the battery, it's the charger. Try a different charger - make sure while it's plugged in - the display shows that the charger is charging it, blinking - or bars going up or down, or a thunderbolt on the display etc. It could still be the battery - there are such things as OUT OF THE BOX FAILURES, where you get a dud for a battery.

All in all, trade someone for their battery, or their charger - if you dont wanna buy one at first. See if the problem follows your old battery etc.. Buying a battery or charger is usually like $5 on ebay, so that's much better than replacing the phone.
