Before doing anything else be sure the battery is actually capable of holding a charge. Worn out batteries charge very quickly in the charger. A healthy battery will take several hours to charge.
When a "charged" worn out battery is put into the camera battery voltage drops instantly when the camera tries to start from it - nothing happens in this case.
Assuming a healthy battery able to hold a charge - check the battery contacts for obstructions as well as the battery contacts in the camera.
When both contact rows seem ok and the camera remains lifeless without a single movement or faint sound - most likely its an electronics issue on the printed circuit board of the camera. In this case someone with experience in opening this type of camera might discover a clue why the camera won't start.
