Thats how it works. The coil gets cold, and condenses moisture of the air, where it drips off the coil into a bucket. The air is then warmed and blow out the front of the unit.

When a dehumidifier is working properly a thin film of ice will appear on the evaporator coil, even at temperatures as high as 70°F (21°C). As the temperature falls more ice will form and the dehumidifier will stop working from time to time to allow the ice to melt.

Wash the air filter with warm water and a mild
detergent. Rinse thoroughly and allow to air dry before re-installing in the
unit. most manufacturers recommend filter cleaning every two weeks. Some filters are washable, but don't put it in the dishwasher! If your filter is not washable a soft brush or a light vacuum cleaning should do the trick. As an added precaution it may be advisable to change the filter every year or so.
Another cause of poor air flow is a failing fan motor. replacement motors are available for most current models but if you are unable to replace the part yourself this too may be an uneconomic repair.

The most common cause of frost and ice buildup on a dehumidifier is
because the unit is operating in temperatures that are too cold. Many
dehumidifiers are not equipped to run at temperatures below 65 degrees
Fahrenheit.
To fix this problem, Position the dehumidifier in an area where there is at least one foot of
clearance around the unit in order to allow for proper air circulation
during its operation. Close all windows, doors and other outside
openings to make sure your unit isn't attempting to remove moisture from
areas outside of the immediate room. Determine the temperature of the room by checking a nearby thermostat or
by using a hand-held thermometer.
Check the filter for dirt and buildup. Unplug the unit from the
electrical source and check the filter by opening the filter
compartment. If the filter is dirty, it will restrict airflow through
the unit and lead to freezing. Soleus recommends lightly vacuuming the
surface of the filter to remove dirt. The filter also can be washed in
warm water if it is extremely dirty. Once clean, place the filter back
in its compartment. Allow for the ice to melt and then restart your
dehumidifier.
