My tv (sharp LC-32L400M) is flicking every few seconds regardless the source i connect

Its likely a issue in the power supply (most common reason) and a voltage there will be going up and down when it does this, either the source for that voltage or something in the set connected to that voltage.

May be a shop repair if you are not able to safely get set apart and at least check the voltages with a good meter.

Sharp Aquos 32 wont turn on

I called up Sharp, and if you are a part of Sharp AQUOS Advantage Program you get free in home service.

They were very nice about it, and I already have a technician coming to my house on Saturday and I called on Wednesday.

I doubt Sharp's policy alot less now!
