My first guess is defrost timer, is stuck in defrost, if you can find it, turn it, and if the compressor and fans turn on, you got your answer.

Freezer is cold, refrigerator is warm. sounds

check the fan from the freezer side if its not running /possible frozen or jammed will cause the refridge side to be warm the fan blows the freezer air into the fridge side to cool their is also a damper or duct control which can build up if no blockage or debris test fan for power if power than test fan it self if not running than repair or replace as necessary

Refrigerator i not cooling. Do not feel any air moving on either side.

You access the fan in the freezer section towards the bottom half. there is a thin metal panel covering the fan and evaporater coils. Take out the shelves and then remove the screws to the bottom section starting approx halfway down the back of the freezer wall there you will find the evaporater fan.

Refrigerator not cooling--has thawed/ but top freezer is cooling

Their is a fan that blows the cold air from the freezer to the refrigerator section, on some models. If thsi fan is  frozen or bad what you havwe discribed wil bew the result.

Freezer not freezing

The evaporater is located in the freezer section of unit.Defrost thermostat is cliped on the top of it. This is no doubt the culprit. You will need to check continuity on defrost heater and replace themostat.
