Do you have power to the fan motor? If you do have power to it the motor needs to be replaced good luck trying to find one and if you do find one you will pay a lot for it. Buy a new dehumidifier they are cheap and disposable.

Hi,
No there is no way to lubricate the fans internally...they are made to run for a bit and then be thrown out...
I have found that by using a thin oil like WD-40 and then positioning the motor so that it runs back the shaft into the motor you can get it to work into the motor. I usually use WD-40 and then follow with a light motor or sewing machine oil. This seems to give a longer solution...

water is not draining properly. make sure unit is balanced upright and there are no clogs preventing the water from draining

Turns on but blows out warm air

Is the compressor on as well? or just the fan, if the compressor is on and fan is on and it is blowing warm air it could be a charge (refrigerant problem)
