The Wii must be searching for remotes before one will connect. If you are trying to connect controller #1 (meaning there are none connected) and it fails, there may be a problem with your Wii.
First, remove power from the Wii by unplugging it. Wait 30 seconds and then plug it back in. Once powered on and you see the health/safety information press and hold the red SYNC button on your Wii for 20 seconds.
Now press the Sync button on the controller and while the blue lights are flashing, press the Sync button on the Wii.
Hopefully, that will connect the controller! If it does not, you may need to contact Nintendo!
Here's what to do. I've had this happen many times.
1. Open up the SD Card compartment on the Wii.
2. Open up the battery cover on the remotes.
3. Press the red Sync button on the Wii, and then on one of the remotes.
4. Repeat for whatever remotes need synced.
This will make every remote act like the P1 remote. For temporary syncing, just go into the Home Menu and click Wii Remote Settings. Click on another option(it'll say to press 1 and 2) and follow the instructions.
