This is likely a malfunctioining fuel shutoff solenoid -- it's mounted in the bottom of the carburetor -- when the switch is turned off the solenoid is supposed to close to prevent the flow of fuel. This may be stuck in the open position -- may need cleaning -- may need replacing.
More info, let me know.

Check to see if there is a safety switch under the seat. This shuts the mower down if the rider falls off for safety. You can test the switch by unplugging it and jump the connections together at the end that is attached to the engine. If it runs in this condition you need a new safety switch in the seat.
Any one of the safety switches that shut off the tractor will also shut off the voltage to the fuel solenoid. On my mower it is getting out of the seat without turning on the parking brake and of course turning the key off. If the solenoid did not shut off when the engine was shut down it could backfire from the red hot carbon on the head and piston and possibly break a connecting rod . I wish the manufacturers could have put a L E D light panel on the dash to tell us witch safety switch was not happy.
The unit on the bottom of the carb bowl is an anti fire solinoid, when the ignition is switched on you should hear an audible click as the pin in the centre of the solinoid jumps back to the normal run position, to test remove the unit, switch the ignition on the pin should retract fully into its housing, if not it will shut off the main jet in the carb, replace if required this may well be your problem.
This can cost quite a bit, The easiest & most cost effective way is what they call a short block this is the main engine all you do is put all the outside parts off your engine onto it. These can cost from $800 upwards depending on what size your engine is.
