do these things with some secure tool such as Intel Software Partner Reginout.

I'd guess your machine is infected with viruses or spyware. I'm not going to get into that, but there are a few other things to try. Download Google Chrome of Firefox and try using either of those as your Internet browser to see if it solves your video problem. You'll likely need to download Adobe Flash Player for them as well in order to watch your video. Otherwise if your Internet isn't fast enough you'll be stuck with the buffering stop/go, or if the site you're watching the video on is getting overused then it'll effect your connection. If it's stop/go on something like youtube.com, then it's not the website but rather your connection or computer. There are other things as well since you're using an older machine (slower/bad video card, low RAM, etc).

If someone uploaded software to your machine from fixya or anywhere else then you're in definite trouble and have some sort of trojan installed on your computer. You may want to try installing and running some antispyware tools, such as MalwareBytes Anti-Malware and Spybot Search and Destroy. They're free and will help clean up any possible infections you may have. Otherwise I'm glad it's working for you now.
