The floppy is not detected by the unit. Try to use another floppy unit, from another pc - if even there it's not recognized then the floppy is dead and the data is lost.
Try changing the stting switch on the disk. I think it is for formatting or something like that. Try moving it to the opposite direction and then put it in your computer again ;) Good Luck
typically you don't need to press ctrl at all -- usually f11 does the trick -- or going into accessories and system tools and looking for factory restore or something similar, the program has different names depending on the manufacturer. System Restore will only bring it back to a previous date...
the recovery disk is designed to repair or restore a system to its previous factory condition and is not a full installation. the formating of your hdd would have erased all the data required for this process to be completed. you can try a recovery utility that may be able to help you at this link. the disk might not have been saved in an .iso format to tell the computer to run it before starting an OS. if this disk is recognized and runs on your system then you will need to attempt a recovery, which is unlikely since the drive has allready been formated many necessary system files may not be able to be restored. at this point a complete new install will be necessary.

The issue could be either the floppy drive or the disk. If you have another computer with a floppy drive or know someone that does try using the disk on their drive. If the drive cannot read the disk then the disk is bad. If it ok the external floppy drive could be bad. Keep me posted.
