It's trying to boot off a network. Change your BIOS settings.
fix the dead HDD first. forget PXE its a red herring here.
change PXe in your mind to "all boot devices dead"
or turn off PXE, in bios
now it tells you the new last in line thing to boot is dead. (CD?)
if you turn off all boot devices but the HDD0
then when you boot it tells you HDD0 is dead.
and is. (I will not cover all reasons for why any HDD is bad or corrupted on that it is.) but we do test it first, every time.
or kids were playing with PC
and went in to BIOS page1 and hit the reset BIOS to defaults and some PC will revert to PXE boot only. (enterprise version)
so go there now, to BIOS and see boot order
make sure HDD 0 it top of list
if HDD 0 missing it is dead, in the list.

this is a BIOS error!
the BIOS on PCs is really crude and a bit daft. this is normal, for all BIOS.
BIOS tries to boot all things in your boot order list, (it is your job to maintain it)
on PCs that are enterprise certified like this PC it can boot from
CD/dvd
HDD, SSD 1 or 2.
USB sticks in ports 1,2,3, etc.
SD slot card if opted new
and Subnet LAN PXE server that no home has.
ok?
On my PCs and servers I have PXE disable so only my devices scan. in my order.
so when the HDd goes dead, the bios like a slave of man it is, simply goes down the list 1 by1 and lands on PXE. (and dies)
a better error would have been
ALL BOOT devices OFFLINE (HDD to PXE)etc.
or DEAD all boot devices are dead.
some BIOS shows black screen?
some BIOS shows, the BIOS F1 page 1 screen.
as a hint that no boot devices exist.
most times the HDD is simple dead or like XP fully and horribly infected forever.
some BIOS LOOP the boot list endlessly in a mad attempt to boot the hDD and can never do it again until your TECH repairs the damage.
that covers all PCs above, MOST the odd ways
BIOS shows HDD#0 - DEAD.(there are more)
the PXE means.
1: you forgot to turn off PXE in bios
or the CMOS RTC coin cell is dead, replace it
or just did, and reset PXE to on.
2: or simply means the hDD is dead. or your boot order in BIOS is set wrong.
best is to go into BIOS and turn PXE to disabled forever.
then run HDD tests. but only if the coin cell is not dead. below 2.9vdc is dead or going fast to dead.
on any lap to for sure this old
we remove the old bad big battery first
and run on AC power only.
runs now?
then replace the RTC coin cell battery
both batteries if still 12 years old today
are bad. replace the RTC coin cell next
then test the HDD, next. ask.
