First of all, the Swingline Smart Touch low force stapler is NOT a staple gun! So all the replies based on the staple-gun image are misleading! This question should be moved to a generic stapler category.
In general, you push down on the contrasting colored plastic at the back of the stapler. This ejects the staple drawer at the front. Pull this out and add staples. Push back in and your are done.
I have one of these models. Just push the gray lock mechanism at the end of the stapler and the loading magazine will pop out. The chrome plated magazine opens towrds the front....it slides forward and backwards.

First, are you using the recommended staples for this stapler? Many heavy duty electric staplers don't use "standard" desk staples. Second, try unplugging the stapler, unloading the staples, and if possible, reach a couple of fingers into the stapler and try manually pushing up on the staple head to see if you can get the driver blade to come down. Does it come down smoothly, or does it seem like there is something stuck in there? If you aren't sure about disassembling the unit (my usual method-but I'd recommend having the parts diagram handy), try using a flashlight to look at the underside of the staple head, where the staples come out - can you see anything stuck in there? If so, you might be able to use a small knife blade or small dental pick to get jammed staple pieces out.

assuming it is plugged into a good power source and turned on (no offense intended, just getting the obvious out of the way - and I've fallen victim to the obvious myself before), look inside where you put the paper - is there a trigger mechanism? Most electric staplers have them (the paper hits the trigger and the stapler fires), and some allow you to set the sensitivity of the trigger. If yours allows you to adjust the sensitivity, try adjusting it. If it's not adjustable, the trigger probably needs to be replaced (under heavy use, they may need to be replaced every year or so).

I just took this model apart. The battery cover slides off. There are two scews on the side and 6 on the base i think. 4 our hidden under the sticker. This will get you inside to see where it is jammed.
