Please help! im missing great photo opportunities!

i have a casio ex-s2 . my charger keeps flashing a red light.and when i try to turn on the camera a green light blinks once and then it doesnt turn on. i just bought a new battery because i thought that might be the problem. please! help i have a new puppy and 2 kids and im missing great photo ops!
