Now, If your phone will not boot so you can charge the battery. You must
either try to find some other Motorola phone that your battery will work
in, so you can charge the battery. if problem persists, put phone into bootloader mode, then attach the usb cable. Now flash to a generic FW in your FW class(H2, C2, L4, E). ( this may require technical help though..like at a service center)

Have you ever flashed you handset? or did it just happen suddenly? Did you drop it before this happen? In most cases, it's related to software/database of the phone, but it could also be the battery or the charging interface. Well, here's what you can do for the time being, try the following:
Remove the battery, sim card, memory card (if any) and install the battery, now restart the phone. If it still shows the same message, try with another Battery or you can try the battery on another phone (supported phones only).
Plug in the charger and make sure it's securely plugged in. Again, if the problem persists, try with another charger.
These might be costly if you are not a mobile technician since you are gonna get spares, but to troubleshoot this, you need the given items.
If nothing's helpful, your only option is to get it flashed. To do this, you'll need to visit a Service Center or a Local Mobile Repair Center. I can't guarantee you if it's a hardware problem instead of software issues.

Ok, getting it flashed means to re-install a new operating system i.e. database including the firmware or repair the operating system with another version of flash files. Doing this will wipe out everything saved on your phone memory including Contacts, Messages, etc.. but those which are saved on the Memory card (if you did use it) will be intact. This is one of the most common fatal error with Motorola Phone, in the same way, Nokia as "Contact Service" error problem which is also a common problem with Software.
Well, never mind if you rejected my solution, but I assure you that there's no other fix for this solution. Thanks anyway.

No i never dropped the phone or flashed the handset. I removed the battery and everything and the same message still appears. What does it mean to get it flashed? i need further assistance
