Call Barring - Enables you to restrict or bar certain or all types of calls to and from your mobile phone, i.e. outgoing calls, outgoing international calls, incoming calls. Barring is activated with a personal code.

This is an effective means to prevent the phone being used to make expensive international or premium rate calls, particularly when the phone is to be used by people other than the subscriber.
Many companies that provide handsets for business use now employ call barring as a security measure, to control their use and restrict calls to pre-approved numbers. The user's personal code must be used to activate this feature.
How do I get it?
Contact your local Service Provider. You will need a four digit barring code. Initially this will be 0000. You should create a personal barring code for security. Please consult your cellphone's instruction manual.

Different cell phones have different setting functions,
You can try these out. It's the general way to deactivate call barring (NOKIA) .
Follow the below instruction:
Go to Menu,
Enter settings,
Scroll to Security,
You will see call barring on that list,
Click on it,and scroll to last option and you will see cancel call barring.
Your cell phone might not be the same with these functions,but the procedure are aways the same..

If there's no important data, just format it, to do this, when just highlight it and select option, scroll down and select format. This will fix your problem and your memory card password will be gone.
