It will not be very expensive. From your narration, problem is with the picture tube base board. There is some dry-soldering (dry-soldering means bad soldering joints) . If you Can do soldering then you can fix it. Just re-solder the components in the base board and you problem will be solved. About purchasing a new tv. If your area is going over to digital transmission the it will be good to go for a new one.

You will spend lots of get this 10 year old TV repaired and it is still a 10 year old piece of electronics. The price of TVs has gone down so much that you can more than likely buy a brand new 32" LCD widescreen HDTV for what is will cost to repair this one. You could spend money to repair this one and then something else could go wrong. My advice it to junk it and buy a new one.
