Hi, that unit looks to be a mobile scanner and if I'm seeing right then you would need a Base power supply that could supply 12volt to it. Course you could also use a computer power supply and find the 12 volt line out on it. Here is the link to some spec's for it. Looks also to be crystal controlled so it cannot be reprogrammed. The memory on the unit is not retaining the frequencies. Check for a small battery on the circuit board like a button battery you would find on your computer motherboard. Replace the battery and reprogram the unit.

You can to to RadioReference.com and join the RS forum. There you will find references and manuals for just about any scanner from Radio Shack, and places to get parts.

have you been to www.aerogarden.com. they have a troubleshooting area for the reprogramming of the lights.

Radio Shack has a pretty good search feature for old instructions on their website. You will need their part number off the unit, which will be something like "20-321". Do a search and you can get a PDF instruction manual for it online.

once you delete them i bielieve there gone radio shack does carry a book of frequiences you can program in depends on what you want listen to
