You are speaking of SMS concatenation....
By default, all SMS traffic is limited to 160 characters per message.
Depending on the handset and the carrier, if you go over 160 characters the handset may automatically send a second\third message to the recipient to finish the complete message.
Slightly older phones would automatically go to MMS after 160 characters,
Much older phones won't even give you the option of going over 160 characters in one SMS message.
So most likely, the 450 limit is a limit hard coded into the phone.
