Many models of Toshiba Satellite laptops have a capacitor called
NEC/TOKIN Proadlizer which loses its capacitance with time and hence laptop freezes, shuts down or restarts when AC is plugged in. One
needs to replace this cap as
shown here:

It's possible that you are drawing too much power from the wall outlet. Try plugging it into a surge protector, and see if that makes a difference. If not, you may have a faulty cord and may need a new one.
