The tank is rusting. Replace anode rod or replace water heater.
Once the anode rod depletes, then the tank starts to rust.
IF you can replace the anode rod, it will stop rusting, and then flush the rust out of water heater.
This might buy more life with same tank, but old anode rods are pretty solid and even impact wrench might not loosen it up.

Loosen anode rod on new tank before installing, and then inspect every 1-3 years, and 1-2 years if water is softened.

Reliance 501 Hot Water Heating element for 30 gal tank, where to purchase

You do not need special parts.
Wattage is printed on end of each element.
Buy generic elements at hardware store.

I have a reliance model 501 electric water heater thats 8 yrs old who's responsible if it blows out the thermostat and floods the bldg I'am on the third floor codo

The person who owns the water heater is usually the responsible party. If it is in warranty, I have heard lately that serveral of the insurance companies have sued the manufacter and won but this is rare at this time. If unit is working I would put some type of preventive measure to stop if from drowning the people below and ruing your condo too.

I have reliance 501 electric hot water heater, and currently have no hot water. Can't locate owners manual. What could be causing the problem.

There is an address near the end of this link to request manuals of reliance water heaters not listed. http://www.reliancewaterheaters.com/lit/om.html
it is quite possible that your heater works on the same principle as one of the other models and just differs in capacity or power rating.
