Rechargeable batteries will fail if stored for long periods in a partly charged or in a zero charge state. You need to replace this battery with a new one.
You must use the F-2AC battery charger along with the provided USB cable to charge the battery in the camera. Make sure the cable is inserted fully into the charger and the camera, it can take some force. To charge the battery outside the camera use the LI-41C battery charger.
You can use a card reader to try to download them to your computer. You could also take the card to a store like Walmart and use one of their picture making machines.

Always check the batteries first, try another freah set but if is it still giving the same fault, your camera is faulty. It should be taken to an authorized repair centre for a repair estimate. Very few digital cameras have any user-serviceable parts.
