Most commercially made disc sanders have replacements pads whether they are hook and loop type or the rubber. If you go to the manufactures web sit and look up your sander, it will usually be listed somewhere. But you might have to call an authorized repair center to find the part number to order.

Haan HC1 59000285 Floor Steamer. Is there a manual or directions for it please?

Question edited for clarity. Change the Spanish guy Manuel, to manual the instruction book.

Here are the pads, no manual unfortunately for your model. The number you gave is the serial number, '59' is second half of 2009, and it is the 285th one made

Re my Sears 3" belt

What did you use to make is smaller (to shrink?)
Is the back of the belt cloth or paper?

Dampness usually makes things stretch--
But too much moisture, and you tear easily, too!

I dropped my battery operated alarm clock: the second hand still works but the alarm doesn't come on at the set time and the hour & minute hands don't "hold" their position - I took the clear...

The hour and minute hands can be pushed onto their respective shafts at any point in most clocks.
If you already know the time that the alarm is set, let the clock run until it sounds.
When the alarm sounds, install the hour hand and the minute hand to the exact alarm set time. If, say, the alarm is set for 6:30, push the hour hand onto it's shaft at exactly half way between 6 and 7 and then push the minute hand onto it's shaft pointing at exactly 6.
I think this should get you operating.

What holds on the pads

There should be a black plastic disc that fits tight over that white one. The black disc has lots of little spikes to engage with the pads.

Battery time! Get a nice new longer life battery on Ebay, or go for the Nicad replacement if you have no carpet and want to save some cash.

You have dead nimh (nickle metal hydride) batteries. You will need a replacement. You can test for this by removing the battery and holding the power button for 15 seconds. This will restart the charging cycle as if the battery were new.

How to install Hoover release handle part no. 38434026.

There was a solution (from reddevil6) to a similar query on FixYa dated March 6, 2008. To quote:
"There are 2 tabs that stick out on the release, they fit in slots, so from the top look down and you can see them, using a flatblade screwdriver that will fit in there, push the side in to release it, which isn't easy, but it can be done. When you get the old one out, then the new one, push down on it until it locks into place."
I followed these instructions and it worked great. Very easy. Took about 30 seconds to replace the old handle release with the new one. Thanks to reddevil6 for the solution.

How to attach sand paper to the Kirby Turbo Sander attachment?

There is a plastic guard around the edges that comes off. Then, there are clamps that hold each end of the sandpaper. If you can't see the clips, then the guard is still on and needs to be removed. Hope this helps...
