MONITOR TURN ON OK, BUT THE SCREEN HAS LITTLE BRIGHT AND I CAN BARELY SEE THE IMAGE MEANING ITS ALMOST A BLACK SCREEN., I CAN SEE THE LETTERS WITH BLURRY
I have one with no backlight. The capacitors on the board are bulging. In my opinion they were designed too close to tolerance and "cooked out". As long as it's still working change the ones in the Regulator circuit(3 in the middle of the heatsink area), and the four really small ones over by the transformers. Should be right as rain.

Has the computer been dropped, jarred, etc. Are you getting a "ghost image" on the screen in a bright light? With little info, it could be backlighting, lose connection, monitor, ribbon cable, etc.
Look like your monitor is gone bad on you. I am not sure if you can get the parts you need. I would get another monitor form a friend and see if your monitor is gone bad. if it is I would get me a replacement. in the long run you will save some money.
The monitor is probably faulty. To determine if the monitor or the video card is faulty, connect a different monitor to your DELL. If the image is OK on the other monitor then the other CRT monitor is faulty. Repairs to the CRT monitor may not be a cost effective solution, I suggest you buy a LCD monitor.
Turn off the pc but leave the monitor on. unhook the monitor from the pc. the screen SHOULD run a "self test" with a moving white green red blue box. if that box is on a bare black screen and there are no bright spots or cracks or anything weird looking, then the screen itself is ok. If however, you see odd shades of blue and pink and it looks cracked or scratched or has lines in it, then it is time to replace that screen.
The invertor lamp has gone bad, so you would need to replace the LCD screen. there is nothing else you can do. try to connect an external monitor adn then press Fn + F8 to switch the video to the external monitor. if the image on the external monitor is fine then its the lcd. if the external monitor has the same image then motherboard problem. you can also try Fn + Up arrow key to increase the brightness.
If you see a very dim image or black screen or flicking image on the LCD screen it means you have a backlight problem.
Connect an external monitor to your laptop and power it up, if you see the normal Windows images then the video card and laptop is OK and the problem is definitely the backlight.
Dim image and/or dark display on the laptop's LCD screen indicates a faulty LCD backlight and it could be the inverter that supplies high voltage to the CCFL lamp or it is the CCLF lamp is nearly burnt out or burnt out, most likely this is the case. If You see that black spot while monitor is off then the LCD needs to be replace. if not then check these....
Check the LCD panel (push a little bit from the black spot place if it loose colours then may be it is due to the improper connection with panel board.( check the voltage while changing the screen resolution, if everything is ok then......
LCD pixels burned. replace the LCD panel or if u want to use it as it is then decrease the brightness and don't use high resolution images.
Flyback transformers usually have 2 adjustable rods - 1 is for focus the other is for screen (G2) voltage. try turning Clockwise the Screen adjust with brightness-contrast at max. Till you see white diagonal lines, then go back until the lines disappear - then tune the brightness to your desired level.
