Since the network 'shows' busy, it could actually mean that the network is jammed. This may allow text messages, but not calls. The problem is with the network and not your phone.
Contact your mobile service operators to know what the issue is. They could be working on the system. But if they are not, I'm sure would able to restore full network so you can make and receive calls.

Seems like you have a problem in your text message service center number. Either by knowingly or unknowingly, you have edited the service center number for text messages for that particular sim.
The best way is to find a friend who uses the same network and look at his service center number and type that number exactly in your device's service center number field. That way, it'll be fixed

As you are unable to send or recieve text messages, so you should contact your network service provider. They will check the message centre no. problem or network problem that is causing this problem.

Why can't i recieve text messages on my samsung

Hi, issues like this are related to your Sim card (network),
not your Cell Phone . In most cases, regarding the text messages,
the problem is from the Service Operator. Have you tried the Sim card on another phone? If not,
remove the Sim card, insert it on another phone and try sending a message from another mobile to you number,
or you can do it in vise- versa by inserting another Sim card on your mobile.

If you can't receive text messages even when it's inserted on another handset,
then you will need to call the customer care of your Network Operator and tell
them your problem, they will help you fix it immediately.

You can check the message center number, but I don't think
it's very much important in your case, well, if you wanna try,
just check the text message settings and verify that the message
center number (which is currently in use) is the same number which
is on another phone with the same network (the other Sim should be
of the same network in your area). If it's different, make the changes
and save the settings. Also disable the "Receive Via" or similar settings..
(I can't recollect the exact settings as i don't have the same model with
me, please excuse me for this.).

If the same Sim card doesn't receive text messages using another handset,
don't bother to change the settings or to make any changes with it,
first call the customer care and verify from them, you may make mistakes instead of fixing it.

Able to recieve text messages but unable to send text messages

You need your message centre number for outgoing text messages. You can find the number by going on your networks website or by phoning you networks customer services.

Problems recieving messages fully

There is nothing to worry about it.It is only a network problem.This can occur either when the network is too busy or jammed.Also make sure not to open messages from unknown sources as it can contain malicious contents or viruses.

I have problems recieving texts on my samsung u900 mobile. The texts i send are sometimes not recieved either. I sometimes recieve texts through however with extremely long delays i am on network '3'

-check message settings>message center number correct it then message validity period set to maximum time,
-call settings>caller I.D. settings set to network default.
-if still not working, reset all settings.

to acces the internet you need to setup your GPRS-wap settings first and these are specific to your provider, for text, again depends on provider of the phone ... some providers block text messages from networks they don't want to have business with ... in spain particularly

I can recieve text messages, but i am unable to send text message

go to settings ---> call barring ---> then click on Data calls ----> cancel .

this should enable sms send and recieve.
