Its my understanding if you choose or have Vista Starter this is on the same level as Vista Basic so if you want the AERO stuff then no it wont give you that, Vista Starter is for absolute beginners who want to experience Vista at that basic level and also it a cheap way to do so. as for the Themes i.e wallpaper background, windows styles then yes you can change them but its very limited.

Unless you go out and buy a copy of vista it is illegal to obtain. (unless you are a tech or currently own a copy) To get vista like themes for xp I can find you a link buts its not really a good idea to do as it will slow down your computer

rigt click on screen -personalize-theme,......if this doesn't work tell me

You can use a program called "WindowBlinds" which will change the theme on your computer. The program has many themes available for download, it's actually pretty fun. You can download and read about it HERE.
You can download a free version with less features or buy the full program with all features. The free version is usually good enough to use.

link contains vista transformation pack. Will change everything. including logon screen, icons, sounds, everything. it is the most full package i have seen to make your computer look like vista. hope this is what your looking for. thanks.
