See here the Stanley knife disassembly. If you have a 99E there may be an additional plastic part that is not shown in the diagram. The plastic tab is located at the back of the blade.

First never take a tool apart if don't know what you are doing, second go to the Stanley web site and you can buy or download a copy of the one you need.
If there are no small screws on the back to come out, it's a 'clip' type and will need a small thin blade to pry the sides apart to open. carefully use a knife blade to pry it open.
There are at least 18 different models of Powerforce. There are too many parts and pieces to be able to describe what you need without seeing it. I suggest paying your local vacuum shop to put it back together. It may need a new belt, brushroll and/or filters. Do scrimp on these things if you want it to work properly.
Check your blade latch is working properly. If you took your clipper apart and your blades are not cutting it is one of 2 things. Your blade drive is not assembled properly or your blade latch is not holding the blade on the clipper.
If you took your blade apart, check the blade alignment. The cutter blade needs to be slightly behind the comb blade.
