How many times this standby/power light blinks at one time switch ON? Count it carefully. These blinks are fault indication, and known as blinking codes. From the number of blinks occur at one time switch ON; you can get an idea about the faulty circuit stage inside the TV. This will make repair easy. The remote's broken.Find the replacement of the remote with same type, or if you want to do it yourself, open the remote case, then try cleaning all the rubber pad and the button pad inside the remote using alcohol, this should works.
Press and release the device button you want to set up (TV,
VCR, Cable Box) However, if you are using AUX for a device, press and release
AUX first and then the device button for the type of device to be programmed
(TV, VCR, or Cable). The selected device button will flash once.

Press OFF/ON repeatedly until the device turns off (you
may have to press up to 100 times at a rate of once per second).
Once the device turns off, press and release ENTER.
With the device on, press

Try disconnecting the cable box and run straight cable from the wall to the tv. If it clears up it is the box. If it does not it is probably a horizontal or power supply problem inside the set. Hard to say without actually seeing the set. Thanks for using fixya.
simply look up the codes or contact your cable company for the toshiba tv codes to input into the cable remote. you may also be able to operate the cable box via the TV remote if the correct codes from the tv owners manual are entered.
