Not all Inspirons have CD burners (the 4 factory options were CD-ROM, CD-RW, DVD-ROM, and DVD/CD-RW. You can confirm that via Windows Start > Control Panel > System > Hardware > Device Manager and double click on DVD/CD-ROM drives to see what model drive you have, then just Google it to see what it's capable of.
In case you have either a CD-RW type drive or a DVD/ CD-RW drive and it doesn't want to burn CD's , then it's a bad drive.
Please explain your problem as corrupted cd/dvd rom driver doesn't stand for anything. CD/DVD ROM driver can never corrupt only lens of cd/dvd driver becomes weak because of which it cann't read cd or dvd
Ok it isn't unusual for a CD ROM or DVD ROM to not recognize a CD or DVD insert to it..Ok try this clean the lenses of your ROM using a CD or DVD cleaner disc if you have also try to wept your cd software with a clean dry soft cloth or cotton..If this will not work perhaps you need a new installation cd for your webcam.
Check the driver in device manager. You would be looking for any icons with an X or a ? next to them. The driver probably isn't the issue, so I would search for the model number of your laptop plus "cd drive" on ebay. These are pretty cheap and are easily replaced. If that doesn't fixya, then there's possibly something wrong with the motherboard.
