Anything you try has to be compatible with Windows XP. Whenever Microsoft come out with a new operating system (example Win 10) they suspend support for an older OS. (example Win XP, and Vista) This lets all manufacturers know that their new products and accessories no longer have to be compatible with the older OS, but need to be compatible with the new one. Therefore, your card reader has to be XP compatible as well. Hope this helped.

My guess is either the cardreader or its driver is outdated. Search for the latest driver for this reader, as well as others with a similar problem as your, on the internet. The reader itself may also be hardware defective.
You can get a very good, but dated, laptop with USBs on ebay at a good price. The other alternative, if you have a dated laptop, then you can get a PCMCIA Card-to-USB converter card for your computer at a low price on either ebay or Amazon. Amazon sells used product too.

Select menu
Select spanner(wrench) for setup menu.
Scroll down through the menu, there are five pages of menu items on my camera! it moves to a new page when you move off the bottom.
The language option is the penultimate item - it has an icon of a head with a speech bubble.

I contacted Panasonic and here is what they told me to do and it worked.
"No additional drivers are needed as it runs off the USB drivers imbedded in
your Windows OS. That being said though, it is not that the USB ports on the
front of your computer are faulty, just that they are in fact a HUB and not
the port which is located on the back of the PC. Windows does not
traditionally like reading external Hard drives (your camera becomes one when
PC connect mode is selected) through a HUB. In this case I would still
strongly recommend connecting to the back of the PC."

To easily isolate if there's a problem with your computer, try to connec the camera to a different computer and verify if it has the same problem. If it works fine, there's something in your computer that blocks your camera. it could be the USB port or some malwares. Try to scan your using your antiviurs. It is necessary to update your antivirus regularly.
