10. You will find four casters (Figure B) and a dolly (Figure C) with your wet/dry vacuum. Assemble as follows:
11. If the casters are not already installed in dolly, insert casters into bottom of dolly by placing stem of caster into holes provided. Ap- ply pressure and twisting motion until casters snap into place (Figure 1).
12. With cord disconnected from receptacle and tank cover removed, turn tank upside down so that bottom is facing up.

Assembly

The gears on the rear wheel assembly have to be aligned properly before they can be fastened in place, otherwise the rear axel will be crooked and and will not sit level. Your post is from 5 months ago, have you resolved the issue yet?

The wheels with the spring broke off and I'm trying to put a new one on but I don't know where the spring goes.

This spring can be very confusing to install. It slides onto the wheel assembly near where the attaching pin is longer ( there are flat protrusions on both sides of the wheel assembly). One end of the spring pushes up on the assembly when it is in place, and the free end must be pulled down and inserted into the small slot in the bottom of the base. Pull down on the shorter end of the spring, holding the longer end, and slide it onto the round area on the wheel assembly. As you put the wheels back on, pull on the longer end and insert it into the slot in the base.

The floating wheel assembly stud broke off

You should be able to purchase one from any Hoover dealer. Cost of this part is about $5 USD. The wheels and axles do not come with it, but need to be installed into the new one. Hoover.com you can lookup your nearest dealer.

How to install spring

on this machine the spring goes to the front wheel assembly under the machine. if this has came off then the wheel assembly is broken. i believe the part # is 36432027. hope this helps

Try equalizing the space between the two wheels and the drive shaft. If it's not equal, they may not fit properly, or at all.
