Disconnect the wires to the cartridge on the turntable that has trouble. Then put your headphones and with it powered up. Touch each cable end of the loose wires of the cartridge one at a time with your finger. On two you should hear a buzz, one on each channel. On the other two wires you might get a slight buzz or a crackle, but don't expect anything. If you get a buzz on both channels. Then the cartridge is faulty. If you do not get a buzz on either channel then there is something wrong either inside the deck or the wiring to that deck.

No, the issue is either with the RCA cables or the tonearm. You might also want to check your cartridge and headshell connection. Make sure the contacts are nice and clean, and securely on the headshell. Have you tried swapping out your turntables? Take the left turntable, and put it on the right channel's input, and vice-versa? This will tell help isolate the issue. If the problem just moves, then we know it's not your mixer. If the problem remains on the same side, then you know there is something wrong with your mixer.
If the problem moves, then you can safely say it's your turntable with the issue. The STR8-30's aren't the greatest quality, so it's also possible that you have a faulty tonearm or RCA cables.

You might try grounding the device. Run a wire from the metal frame of your turn table to the screw on the face plate of your outlet (very simplest way to get a good ground). See if that works. If you do see improvement, you could rewire the turntable with a 3 conductor wire, taking the green to the same metal frame of your machine.
You may want to consider plugging your turn table into your amplifier - in that case, ground the turntable to the amp for best results.
You might also try turning the plug over if it is not a polarized plug.
You can also check your outlet to make sure it is wired properly (white wire to the big slot and black wire to the little slot (in the USA) ground on the round slot)
Static muffling/removal/'elimination'/masking is always a trade off. Your software doesn't really remove static - it filters the frequencies that static uses to make the static noise. So, yes, you have a dulling of the frequencies in that range. Sorry to tell you that ... it has been an issue ever since I got interested in this stuff at age 10 or so (giving me about 50 years experience with static at the consumer level).

Is it connected to a "PHONO" input or something not labeled explicitly for PHONO?
"PHONO" is the only designated connection on an audio device that is literal and exclusive.Nothing but PHONO will work right on it and old-school turntables would require it to preamplify the tiny current produced by a Phono cartridge.
If your unit doesn't have a PHONO connection you will have to get a Phono Preamp to connect between the TT and any Line Level input, like Aux.
