Working on a Toro Recycler with turn-key electric start. There are only the two wires; hot and gnd. Just wondering if this mower actually charges the battery while it's running or if it needs to be recharged manually? Thanks for your time. James

Is the engine seized?. Try turning the blade and if it won't turn then you have a seized engine. If that is ok your recoil has a stuck part possibly something has broken off inside. If it's an older model try shooting WD40 inside the recoil as it could be rusty.
Remove spark plug and observe condition. Fouled with oil, bad motor. With plug removed pull rope several times to blow out cylinder. Spray WD40 in spark plug hole, pull rope several times see if oil blows out. Spray a lot of starter fluid in spark plug hole, replace plug. Spray starter fluid in air cleaner area of carb, try to start. Replace spark plug, try to start. Ensure oil is full, all mowers have a low oil sensor now. 30w oil. Always use Stabile in gas.
Your battery probably did not survive the storage period and now will not accept or hold a charge. Off hand I would say that you need to replace the battery for now, and when the mower is put into storage again, charge the battery from time to time.
check the coil by pulling the plug and lay it against the head put the plug wire on pull the handle if it sparks then its not the coil another thing you can try is spay carb clean or starting fluid in carb see if it starts if that starts it then the float in the carb is stuck if i can help further e-mail me @[email protected]
If it doesnt start manually,you have another issue to deal with. Whether it has electric start or not you should be able to manually pull start it. You can also get the model and serial number off the engine and contact your nearest toro dealer to have charger and key ordered. As far as a push button,it can be done,just a matter of finding someone to install one for you.
I pull the rope and it seems like it wants to start.It will not start with rope ? are you sure your brake control cable is adjusted right if not it could cause it not to start,you said after you pulled rope and trys to start you used it twice when ?
