Leave it unpluged for 40MIn. for the TV processor, to reset back to normal. If that does not work then replace power supply.

Sometime, power surges just locks up the processors, that is why I wanted you to unplug the TV from the wall for 40Min, and that will reset the processor. Alswo power surges will take out power supplys, and sometimes, other components too. Most TVs' that are damage do to a power supply, the home owers insurance will cover the repair cost.If you had bad or weak caps in the power supply at the time of the surge,it imight have just took a cap out., good lock and take care.

After power outage front display blinking "16".

I had a similar issue where after a power outage, the player would not power up.
I removed it from power and took the cover off looking for a fuse. Could not find anything so I put the cover back on and plugged it in and it worked. My theory is the electronics needed time to fully discharge in the circuits. I would leave it unplugged for about 24 hours. I left mine unplugged for several days. I hope this helps.

Toshiba tv reciber 37Rv525Rz no picture

Most likely the inverter board. Maybe it's a 6632L-0490A made by LG Philips. Look for it behind the main board. 2 Capacitors will have leaked and a bit has been blown out of the chip.

I have a toshiba 42HL167. Love it but recently when the power is off iget a repeating blinking yellow light. Blinks 3 times pauses blinks 3 time pauses blinks either 2 or 3 times then stops for 25 seconds...

Yes. The Yellow LED blinking 3 times is a normal boot-up, but if it keeps doing it -- it needs the firmware "update" (which is more like a reload because it got corrupted.) The problem is, no one talks about how to do that. (there is a PDF and firmware on toshiba's website, but it lacks some crucial details.)

My friend gave me his 42HL167 after this problem started after a power event during a storm and I managed to fix it by reloading the firmware.

I posted instructions on my website at:

Once I figured out some of the facts, it was a breeze...

Blinking yellow light ,no picture or sound.

You have done all you can do. If you had a power outage, when the power came back on a it surged and probably caused a Power Supply problem or something in the micro controller to fail. Either way it 's not good. I would call Toshiba and let them guide you to a Service Facility that can check it out. Depending on your Homeowners Insurance, repairs could be coverd or unit be replaced depending on cost to repair.
