I'd suspect you need a new adjustment cable and/or the winder is broken. The latter happened to my York 2500 Pacer and I replaced the cable & handle with a bike gear change mechanism.
see the video and lube the deck blet + rollers bearing too. However if the problem persist, after you did, time to replace the old board deck belt, by new ones. God bless you
