Briggs straton ohv on tiller , govener will not work, runs at high speed all the time, starter rope has become extremely hard to pull, will not spin engine.

The hard to pull, will not spin the engine issue could be because you need a valve adjustment. A valve adjustment is critical because it enables the built-in compression release on the Briggs OHV engine to function correctly and enable an easy start; plus of course, smoother running. Remove the valve cover and adjust those valves at 1/4" down past TDC on the power stroke. You WILL see a difference in the engine once you do the adjustment.. Here is a Briggs spec chart which has those values for their engines. Yours should be listed in the OHV engine section.

Is the noise you hear actually the solenoid popping or the starter gear jumping into the flywheel?? You say it finally starts so I am guessing the starter is engaging and actually bumping the flywheel a little. If that is the case it is probably a dragging starter or weak battery. First thing is to be sure the battery is fully charged then see if it will turn over easily. If not you may have a started problem.

Why not remove the carb. and clean it out? If it was "sitting awhile" the fuel has died and needs to be drained and renewed. You might have to dismantle the carb. and blow out the jets with compressed air. Don`t touch the OHV (over head valve) cover.

Surging is usually caused by a lean condition You can try to turn the mixture screw ccw about 1/4 to 1/2 turn. If this does not solve the problem your carb will have to be removed, cleaned thoroughly, and reinstalled.

The carby probably has a block either in the idle, jet or float valve. These are both internal to the carby. To fix this, you will need to pull the carby off the engine and get it serviced by a tradesman. If you feel keen, split the carby apart, then run a very small drill bit (.38-.7mm) through the Jets by hand. Also spray carby cleaner in there and blow out with air blower.
