Please open the Web Cam application provided by acer and make sure that the lighting in the room is optimum for the Webcam. If the issue persists, please uninstall the Web Cam Application and Driver then restart the computer. Now re-install the Web Camera Application and Drivers provided by Acer.

HP typically requires you to use RealPlayer to use the webcam on their laptops. Also, try double-clicking on the Computer icon, and then looking in there to see if there's an icon for your webcam. If there is, then double click that to access your webcam. The webcam icon isn't always shown after double-clicking the computer icon in every laptop.

I e-mailed the company and they gave me an answer. It works because the manual that comes with the camera doesn't tell you how to put the camera in Web Mode. This is a strait copy and paste of their answer:
