Once the 'SET' button is pushed & held, & the numbers are flashing, turn it around to the face & use the ALM/TIME set buttons to adjust the numbers correctly. Then, continue on pushing the 'SET' button to cycle through the number positions & adjust everything else in the same way. Then, for language & temperature readout choices, push the 'OPTIONS' button & use the same ALM/TIME set buttons to cycle through the options, making your preferred choice. Be sure to push the 'WAVE' button to choose your proper region so it can receive the time signal. Worked for me. I use lithium primary AAA cells for the longest life.
The years shows up but there is no way to set the year or anything else. The set button only scrolls through the different options. This answer does not actually answer the question, only tells one how to get into set mode.
Oh, but there is, & it does! Go back & re-read my procedure slowly & carefully follow, step by step. I just used it myself. Once the SET button is pushed on the back, use the ALM/TIME SET buttons on the front, pushing the top or bottom to change the reading up or down. Repeat the procedure for each section. Follow the rest of the procedure above for the rest of the different sections. Tip, to get the most accurate time settings, place your clock in a west-facing window, away from anything metallic, & allow the clock to receive the best time signal - generally between 12:Midnight & 3:AM. (I live in the Eastern time zone). I'm sure that this will "FixYa!"

The time should be done on automatic by pressing WAVE.
To set manually:
Press the [SET] Button for more than 2 sec. The Year will pop up set to correct year then press SET again to set date/mth, keep holding till it get to right month n date (the month and date does not set separately). Press SET again and set TIME then press SET again for your choice of 12hr or 24hr.
