I have heard stories of people in Australia telling police via the mobile the rego number and being informed that it is a police car. You may be able to ask to see badge number before winding down your window. The best one I heard was a fake unmarked police car tried to pull over a car but the car it tried to pull over was an off duty police woman and identified herself as a police office and the unmarked race speed off. Only to be caught by police. (was in the news)
I'm sorry about your situation but unfortunately, it is illegal for people to give out such information online unless you lay a complaint to the police and ask them to help you find out from the service provider. Apart from this, there is no other way you can obtain the owner of this number without going against the laws of the country, Alternatively, you can try calling the person from a number that is most likely not to be known by the user(maybe from a payphone) and see if the person picks up. if u don't want to be disturbed by that no......you can check the location of that no on internet using various kind of softwares presents there.....
or you can complain about it to your customer care center or to police....

No you cant get it back, but you can make it such that even the finder/thief can not use it.
Go to the police to lodge a complaint, which in any case you have to to get the same number allotted to you again. In that complaint you must mention the IMEI number (you can get it from your receipt from the dealer or from the dealer's copy) and ask the police to tell the service provider to block that IMEI number. If you cant use your phone why should someone else use it. Your request to the service provider will not be heard because such is the law. onlt police can get it blocked.
