When you receive a phone call, try clicking the up and down buttons on the side of the phone. You will see volume and hear it go up or down when you press them.
Set the RINGER volume switch located at the back of the base to the desired loudness. OFF - Telephone will not ring. LO - Sound will be lowest. HI - Sound will be loudest.

The alarm plays at the same volume the ringer is set at, put it on loud before bed if it doesn't wake you up. Weirdly you can even set the phone to silent after making it loud, that way wont wake you if you get a text/email during the night.
When you are talking on the phone (or listening to a dial tone), the volume control works to control the volume of the receiver. When the phone is not being used, the volume control is used to control the volume of the ringer.
The volume control adjusts the handset, hands free, headset, and ringer volume. Someone may have fiddled with the buttons and turned the ringer down enough that it doesn't sound when a call is incoming.

The simple answer is: while you are not using the phone, press the up or down volume button and it should turn the ringer back on. To turn the ringer back off, press and hold the down volume button until you hear two beeps. You can adjust the volume while the phone is ringing. The manual will tell you how to change your ringer tones, etc.
