You need to do the following:
If it's windows 7, Go to the windows button, click it and then click on control panel (the first menu item in the third section of the grey panel). In this part you'll see an icon with a globe and a clock.
This is the Clock, Language and Region section. Click on it and that will bring you to the detailed settings, with three icons: a clock and calendar, a clock and globe and just a globe.
Click on the clock and globe to access the region and language settings. The first drop down menu is the language setting, which you should change to English (United States)

You also need to click the Keyboards and Languages tab.
Here you will find a list of languages, from which you need to select English (US), and then click OK.
If you don't see the list of display languages, then you will need to install additional language files first.
